What the empadronamiento actually is
El padrón municipal is Spain's register of who lives where. Being 'empadronado' simply means you're registered at your address with your town hall. It has nothing to do with immigration status — everyone who lives in Spain is expected to register, including Spaniards, EU citizens and non-EU residents, documented or not.
Why everything asks for it
The padrón certificate is Spain's favourite proof of address. You'll be asked for it to register with the public health system (your tarjeta sanitaria), to enrol children in school, at many banks, for residency and TIE applications, for the driving licence exchange, and for most local services. Offices usually want a certificate issued within the last three months — so you'll get to know this document well.
What you need in Valencia
Typically: your passport, and proof that you live where you say you live — a rental contract in your name, or, if you're staying with someone, a signed authorisation from the property owner or main tenant plus their ID and their own padrón. Requirements vary slightly by district office, which is why I always confirm the exact list for your address before we go.
The process, step by step
In Valencia you book a cita previa with the padrón office (online or by phone), fill in the registration form, and present your documents. Registration is usually effective immediately, and you can request a volante (a simple confirmation) on the spot; the certificado, the formal version most offices ask for, can often be downloaded online afterwards.
Common hiccups (and how to dodge them)
The classic ones: renting a room without a contract (the owner's authorisation route solves it), forgetting that certificates expire after three months for most procedures, and not re-registering when you move. Also note that many town halls periodically verify registrations — if you move, update it.
